bios: enable configure flashrom tool

Since flashrom can handle cases which the flat write is unable to do,
allow for flashrom to be configured as the tool for writing.

Tested: image is written as expected

To Build

To build this package, do the following steps:

  1. meson build
  2. ninja -C build

To clean the repository run rm -r build.
