meson: add wrap for mapper

The phosphor-objmgr repository, which supplies libmapper, now
compiles using meson.  Add a wrap file for it to allow builds outside
of Yocto or an SDK.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
