tools: Initially add i2c tool and mock The power-utils will invoke i2c get/set commands to the i2c device for PSU code update. Create a separated i2c tool because it is logically standalone and could be shared for other utils. Also add an I2CInterface and its mock to make it easier to test when developing i2c related operations. defines the pmbus access type, which tells the service which sysfs type to use to read the attributes. The possible values are:/sys/bus/i2c/devices/3-0069/

defines the mapping between the attribute file and the FRU inventory interface and property. The configuration example below indicates that the service will read part_number
attribute file from a directory specified by the above pmbus access type, and assign to PartNumber
