OWNERS: adjust maintainers
The maintainer has been unresponsive on this repository since
at least June 16th, 2022. Adriana and I have done the majority
of the contributions and reviews in the last 2 years. Vishwa
has stopped working on the project.
Changes:
- Add Adriana as 'owner'.
- Add Patrick as 'owner'.
- Remove Vishwa as 'reviewer'.
