Subject: [PATCH] meson.build: make TLS ELF optional

USE_ELF_TLS has replaced GLX_USE_TLS so this patch is the original "make
TLS GLX optional again" patch updated to the latest mesa.

Upstream-Status: Inappropriate [configuration]
